Urban League of Rochester Economic Development Corporation (ULREDC)

 

OVERVIEW

The ULREDC was formed in 1986 and is a wholly-owned subsidiary corporation of the Urban League of Rochester, NY, Inc.

The ULREDC's mission is to improve the living and working conditions of poor, disadvantaged, and underserved populations in the Rochester region through economic development and community revitalization initiatives, and to build an asset base for the Urban League of Rochester. ULREDC has focused its efforts on the development of affordable single-family housing (new construction and rehabilitation) for low/moderate-income first-time home buyers as well as affordable rental housing. Partnering with a variety of contractors and builders, ULREDC has developed and sold more than 500 homes in the City of Rochester and suburban Monroe County.

ULREDC has been developing affordable rental housing for over 20 years. Its first project, Blossom Village Apartments, a 24 unit building for persons with developmental and/or physical disabilities located in Brighton NY, opened in 1996. Since that time, ULREDC has developed 13 additional properties located in the City of Rochester, Towns of Henrietta and Brighton and Orleans County and serving a variety of populations.  

In 2024, ULREDC partnered with Christopher Community, Inc. Property Management to begin management of ULREDC’s residential portfolio. Christopher Community is a not-for profit development and management company that specializes in promoting senior and elderly housing facilities in upstate New York.


L2P Westside Program

Don’t think you can afford to buy a home? Rent one of our Lease to Purchase homes and you’ll have the opportunity to buy it at a reduced cost in 15 years.  The power of a permanent address and consistent affordable rent can be life-changing. 

L2P Westside – The Lease to Purchase Program is based on a successful model pioneered by CHN Housing Partners, who serve as our consulting developer. L2P is newly constructed affordable housing, consisting of 41 single-family houses for rent. The homes will transition to homeownership for the renter after the initial 15-year rental compliance period. In year 16, the homes are sold at substantially discounted prices, granting significant equity to the homebuyer. During the rental time, tenants will complete homeowner and financial literacy programs to qualify for a buyout.  Qualified tenants must have incomes at or below 60% of the area median based on family size. Residents must provide essential, loving-care maintenance of their homes and yards, and participation in home maintenance training and financial counseling/consumer association participation is required.

The homes are energy efficient, designed to complement the surrounding neighborhood, and feature front porches, storage sheds, laundry hook-ups and off-street parking. 34 homes are two-story, wood frame and vinyl sided, with full basements, offering 1160-1169 sq. ft of living space. Each provides a kitchen/dining area, living room and half-bath on the first floor and three-bedrooms and full bath on the second floor. Seven of the homes, set aside for persons with physical disabilities, offer 949 sq. ft of space with a slab on grade foundation to meet accessibility requirements, and include a kitchen/dining area, living room, two-bedrooms, and full bath all on one level.

Eligibility

Qualified tenants must have incomes at or below 60% of area median based on family size (see chart below). Residents are required to provide basic, loving-care maintenance of their homes and yards, and participation in home maintenance training and financial counseling/consumer association participation is required.

  • Completed Application

  • No Application Fee

  • Minimum 2 people in the household

  • Credit and Criminal Background Checks required

  • One Year Lease

  • Security Deposit equal to one month rent

  • Participation in home maintenance training and L2P Consumer Association required

  • Residents will be required to sign a Contract of Care Agreement for home maintenance

  • Kitchen Appliances provided

  • Washer and dryer hookups provided

  • Tenant pays all utilities except water and sewer

Leasing and Lottery

A lottery was held in October 2023. The application review and qualification process began after the lottery was complete.

  • Applications submitted after the lottery will be added to the waiting list in the order they are received.


Jefferson Wollensak Apartments

ULREDC is proud to present Jefferson Wollensak Apartments, a new affordable housing community in the metropolitan Rochester area. This project has 2 sites. The first is a historic building located at 672 Hudson Avenue. 

Vacant for over 15 years and badly deteriorated, the Wollensak building will be rehabilitated into 22 apartments for small families. A new three-story building will be constructed on the long-time vacant lot at 663 Jefferson Avenue, which will have 19 apartments. Both buildings represent an investment in the City of Rochester and will help to stabilize the surrounding neighborhoods. This project will also provide individuals with intellectual or developmental disabilities with supportive housing units to assist their ability to live within their communities.

Amenities include a central laundry facility, elevators, controlled building access, off-street parking, as well as heat, water, and sewer. Maintenance is available for emergency on-calls 24/7 and the office will have regularly scheduled business hours.
